The recent evaluation of the Roma Education Fund Scholarships Programme suggested that in order to bring more transparency and efficiency into the process of beneficiaries’ selection and progress monitoring, the organization should invest in the elaboration of an Online System for applications and their evaluation.

Therefore, starting with the new scholarship cycle (2011-2012) the Programme will be using exclusively an electronic system, both for collecting applications for all its scholarship schemes and for the applications’ evaluation process. With this change, REF aims to increase the transparency in the process of applicants’ selection, to decrease the timing between the applications and scholarship disbursements, to make the process of application clearer and less costly for the students, and to increase the efficiency in scholarships’ administration.

The REF Scholarships Programme manages four scholarship schemes opened to students of Roma ethnicity who study/or intend to study in tertiary education. Three of these schemes grant scholarships for pursuing studies in the applicants’ resident countries and one scheme is designed to support tertiary studies abroad. The countries covered by at least one of the four scholarship schemes include: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Kosovo, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Slovakia, Turkey, and Ukraine.
